I have the honour to request that you will take into your consideration my suggestion that the distribution at this post, of correspondence under the control of the Hong Kong Post Office, should be placed in the hands of some responsible person. I do not propose to go into the question of the establishment of a Post Office agency similar to those in existence at some other ports.
